Solution

We can steal the election by winning as little as 1616 votes. We can win 22 provinces, 22 cities within each of these 22 provinces, 22 wards within each of these 44 cities, and 22 electors within each of these 88 wards. Hence (81−16)+1=66(81 - 16) + 1 = 66 votes are required to guarantee winning the election. The answer is (c).
