Solution

There are ⌊199/6⌋=33\lfloor 199/6\rfloor=33 multiples of 66 up to 199199. A multiple of 66 is also a multiple of 44 exactly when it is a multiple of lcm⁡(6,4)=12\operatorname{lcm}(6,4)=12, and there are ⌊199/12⌋=16\lfloor199/12\rfloor=16 of those. So 33−16=1733-16=\boxed{17} lockers get a blue sticker.
