Solution

Write the list in order as a≤b≤c≤d≤ea\le b\le c\le d\le e. The median is c=12c=12 and the sum is 5⋅14=705\cdot14=70.

The mode 99 must occur at least twice (otherwise every value occurs once and there is no mode). Since d,e≥c=12>9d,e\ge c=12>9 and c=12≠9c=12\ne 9, both 99's are among a,ba,b; hence a=b=9a=b=9, and d+e=70−9−9−12=40d+e=70-9-9-12=40.

If d=12d=12, then 1212 occurs twice (as cc and dd), tying with 99, so the mode would not be unique. Thus d≥13d\ge13 and e=40−d≤27e=40-d\le 27. The list 9,9,12,13,279,9,12,13,27 has mean 1414, median 1212, and unique mode 99. The answer is 27\boxed{27}.

(The tempting value 2828 would need d=12d=12, which creates a second mode.)
